Mr Philip Dodd is an award winning curator, broadcaster and writer who is also an internationally recognised expert in the field of creative industries. He has been described recently by the Australian newspaper, Herald Sun as "a visionary Briton'; and by the UK's The Guardian as "one of the two cleverest analysts of the political/cultural changes of his generationʼ. From 1997-2004, he was Director of the innovative Institute of Contemporary Arts in London and transformed the institute into 'an ideas lab for the Twenty First century'. During his time there he curated many exhibitions, with architects and artists such as Rem Koolhaas and Yoko Ono and set up a club for 500 of London's Creative businesses, which has been copied around the world. He has worked extensively with national and city governments in the field of creative industries. At present, he offers strategic advice to the UK government on its creative industries strategy, is creative industries advisor to Beijing 's Chaoyang District Government and is working as chief international advisor with Shanghai to stage a major new digital arts festival. He has given seminars at 10 Downing Street, to the senior management of the BBC and to governments from Beijing to Berlin.
SYNOPSIS
The creative economy is now high on the agendas of governments from Beijing to London. The danger now is that the advocates of the creative economy will believe that the battle is won. It is not. It is arguable that creative businesses cannot fulfill the expectations that everyone now has of them. This brief paper will make five policy proposals (that are important for all nations committed to developing the creative economy -
- that reliable information and data is desperately needed to discover the extent, opportunities and dangers for creative businesses. This paper will suggest new ways of gathering data, internationally
- that the creative economy is in danger of becoming a ghetto, separated out from the rest of the economy. This paper will suggest how can it connect with other sectors - from service sectors to tourism
- that the relationship between higher education and creative businesses needs to be restructured. This paper will suggest some policy initiatives
- the management of creative businesses often does not have the necessary training to 'scale' their businesses. This paper will suggest new policy initiatives to develop the necessary management skill base of creative industries
- the danger of the creative economy is that it will intensify inequalities. This paper will make some policy proposals
