Committee on Performing Arts, the Government of the Hong Kong Special Administrative Region
Dr Darwin Chen was responsible for the establishment of several professional arts companies and museums while serving as Director of Cultural Services of the Hong Kong Government in the 70’s. He was former Chairman of the Hong Kong Arts Development Council and currently serves as Chairman of the Committee on Performing Arts of the Government.
He is Chairman of the Advisory Board of the School of Professional and Continuing Education as well as Chairman of the Careers Advisory Board of the University of Hong Kong.
Awarded the degree of Doctor of Social Sciences (honoris causa) by the University of Hong Kong, Chen is also an Honorary Fellow of the Hong Kong Academy for Performing Arts.
Nurturing and Attracting Talents in a Creative Knowledge Economy
The global economy has transited to a knowledge economy, in which technology and knowledge have taken over manpower and capital as the key factors of production. The emphasis has further evolved to the development of the capacity to create new knowledge. Providing solutions to problems are no longer enough; rather the ability to generate further new knowledge is required.
Emphasis has now shifted from accumulating and selecting useful knowledge to applying knowledge and creating new knowledge. Hence, one should be talking about “creative knowledge economy” rather than merely “knowledge economy”.
To become an effective knowledge-based economy, the following pre-requisites are essential::
- PEOPLE - a framework that can nurture, retain and deploy talents;
- FREEDOM - a free and open society that allows free exchange of ideas, free flow of capital, and free flow of technological development;
- INFRASTRUCTURE – the right kind of physical, financial, legal and regulatory infrastructure
A successful knowledge economy should be able to offer: connectivity, respect for the rule of laws, diversity, tolerance and plurality, resulting in a community that is culturally rich and vibrant.
陳達文博士
陳達文博士在70年代擔任市政總署署長時曾成立數個專業藝術團體及博物館。他曾出任香港藝術發展局主席,現為政府表演藝術委員會的主席。他是專業進修學院教務委員會及香港大學就業輔導委員會的主席。 陳博士獲香港大學及香港演藝學院頒授榮譽社會科學博士及榮譽院士。
「在創意知識型經濟中培育及吸引人才」
全球經濟已步入知識型經濟,科技知識成為最重要的生產工具。而且愈發強調適當運用知識去創造新知識。所以說「創意知識型經濟」比「知識型經濟」更貼切。要達到創意知識型經濟,需要人(培育人才的架構)、自由(自由開放的社會 – 有自由流動的構思、資金及資訊)及基建(包括設施、財金、法律及規管架構)。成功的知識型經濟可帶來連繫、對法治的尊重、多元化、忍讓,造就文化豐盛的社會。
