Mr Collard is National Director of Creative Partnerships, the UK Government's flagship £36 million per year programme aimed at developing the creativity of young people. In 1987 Paul wrote a groundbreaking report for the UK government on the role the arts can play in economic and social regeneration, which stressed the importance of engaging local communities in regeneration strategies. Since then, he has been deeply involved in arts and regeneration strategies, working at the Institute of Contemporary Arts and British Film Institute in London, as Director of the UK Year of Visual Arts in the North East of England (1993-97) and Director of the International Festival of Arts and Ideas in Connecticut, USA (1997-2001). He has served on the National Council of Arts Council England and as Chair of the Arts Council's regional board for the North East of England (2002-4).

SYNOPSIS

Creative Partnerships is the flagship education programme of the British Government designed to develop the creative skills of young people. The programme, whose current annual cost is US$60 million, now works with around 3,000 schools in England, developing long term partnerships between schools and creative professionals with a view to equipping young people with the skills to succeed in the 21st Century economy. The programme is focused in schools in the most economically deprived communities in England. The programme therefore seeks to develop a creative workforce, with a view to strengthening the economy, by developing new skills in the children of some of the poorest families in England, with a view to bringing about social change. The programme has been operating since 2002.

In my keynote presentation, I would discuss the impact of the programme so far, with reference to the evaluation and research programme we have been conducting. This includes an official inspection of the programme by the UK Government's official inspectorate of education, Ofsted, which carried out a Government commissioned study of the programme in 2006. The presentation would outline the conclusions that we can draw from the programme for other countries seeking to achieve the same impact in education.
