Liane Hentschke is a professor of Music Education at the Federal University of Rio Grande do Sul - UFRGS – Brazil, and President of the International Society for Music Education – ISME (2006-2008). At the University she teaches at the undergraduate and graduate level, supervising MA and PhD students. Her research interests include the areas of teacher education and formal and informal music education. She is currently involved in a research project named Mundus Musicalis, Coordinated by AEC, as part of the Erasmus Mundus Programme of the European Union. She is also part of an international team of researchers of six countries who are investigating the Meanings of Music for Students in School-based and Non-school Musical Activities. Liane's publications include books, book chapters, and journal articles published in Brazil, England, Australia, Argentina and Spain. She has been invited for Seminars and special lectures at Universities in England, United States, Spain, Hong Kong, Argentina, Chile and Venezuela. Between 1995 and 2000 she has been working as an advisor for music at the Brazilian Ministry of Education on the Advisory Board of Higher Education Section. On the editorial field she worked for two years as Co-editor of the International Journal of Music Education – IJME: Practice, as well as a President of the Editorial Board of ABEM (Brazilian Society for Music Education).
MUSIC EDUCATION (MIS)PLACED WITHIN FORMAL EDUCATION
Information and communication technology have impacted on the lives of all people, especially young generations, worldwide. Teachers see students coming into the music class with a range of skills on how to listen, create, and perform the music that is meaningful for them. When in the music class, they communicate through gestures and attitudes that their musical world is private and loaded with personal meanings, with cultural and social demarcations, and happen outside the school. In many cases the school music class is one more compulsory subject that they have to go through.
Meantime, governments, policy makers and parents are out there questioning the value of the music (arts) as a school subject, either based on the relevance of music education, or on political and/or cultural grounds. Some parents think that their children are wasting time by learning music, instead of concentrating on subjects that are more relevant for their future professional career. In countries where non-formal music learning and informal music practices are highly disseminated, the argument has been to value those activities and leave the schooling time to the more “relevant” subjects. There are also cases where policy makers understand that music education may induce children misconduct related to official religious beliefs.
The scenarios above are a glimpse of the challenges faced today by the music education discipline. These are multifaceted, multidimensional, and perhaps too complex to be dealt without a wider cooperation with other arts societies and institutions. Alliances such as the one signed by IDEA, InSEA and ISME have an important role to play towards rethinking arts education concepts for the 21st century.

「音樂教育在正規教育中的位置(/錯置)」
資訊科技對年輕人的影響特別深。音樂老師看到的是年輕人已懂得如何聽、創作及表演他們覺得有意思的音樂。在音樂課上,學生流露的舉止神態, 反映他們的自我和私人音樂世界內的社會文化價值,不過這都是學校以外的。學校音樂課,只是芸芸科目中的另一科而已。
與此同時,很多政府、官員和家長仍在懷疑音樂科的價值 – 花時間學音樂不如專注有助日後就業的術科,就算是在重視音樂的國家,也會覺得音樂活動可以在別的時候進行,讓校內學習科目更「相關」。有些官員甚至覺得音樂教育會引發兒童對傳統宗教作出反叛行為。
以上只是音樂教育所面臨的挑戰的冰山一角,問題所涉及範圍之大,必須聯同其他藝術機構合作解決。IDEA, InSEA 及ISME所簽署的聯盟對反思21世紀藝術教育理念可扮演重要角色。
